How do I find the Xenon Invasion mission?

The Xenon Invasion mission is intended to be rare and difficult to find. If you hang around within a few jumps of a Xenon sector, and check the BBS regularly, eventually you will get one (assuming you have installed the 1.4 update). When the mission becomes available, it will be posted on every station near the target sector, so it will be hard to miss.
